Caucasian male. Brown hair, brown/hazel eyes. Chipley has a light-colored, oblong birthmark on his back over his left shoulder. His nickname is Chip. His birth name was Chipley Dale Lay.
Details of Disappearance

Chipley and his friend, James Bess, lived in a boys' group home in Ashland, Kentucky at the time they went missing. They ran away from the home on October 4, 1984 and haven't been seen since. Few details are available in their cases.

Chipley and one of his siblings were adopted by a Radcliff, Kentucky couple in 1980. Chipley went to live in the group home in 1983.

Distinguishing Characteristics
African-American male. Black hair, blue/gray eyes. James has a scar on the right side of his waist, a scar just above his right hand and a scar above his right elbow.
Details of Disappearance

James and his friend Chipley Sanders, lived in a boys' group home in Ashland, Kentucky at the time they went missing. They ran away from the home on October 4, 1984 and haven't been seen since. Few details are available in their cases.

Vital Statistics

Date Of Birth: May 6, 1980
Age at Time of Disappearance: 17 years old
Height and Weight at Time of Disappearance: 5’6″ (168 cm); 115 lbs (52 kg).
Distinguishing Characteristics: White female. Light brown hair; blue eyes.
Marks, Scars: She has a strawberry birthmark on the back of her neck.
Clothing: She was last seen wearing a purple sweater with 2 white stripes across the chest and extending down the sleeves, dark blue Levis and white Keds.
Jewelry: She also was wearing a Winnie the Pooh watch, four gold rings on right hand. One ring has a sapphire and diamond heart on it.
Circumstances of Disappearance
Fraysure was last seen around 22:00 when she had gone to ‘cruise’ and hang out with friends in Brooksville, Kentucky on October 21, 1997.

The next day, her vehicle, a black 1988 Pontiac Bonneville, was found abandoned in a hayfield on an isolated road off of Fronks Lane outside of Brooksville. Her purse, including her money and checkbook were found inside the vehicle. Her keys are still missing.

She did not picked up her paycheck from working at a local restaurant.

There have been many tip and searches with no results.
